I have a question regarding the 101 sound wall graffiti problem

Question for annual meeting next week. Can someone tell me which of our neighbors is the CalTrans contact for Whitley Heights? I'd like to speak with her/him/them regarding an offer CalTrans has made for us to sponsor the portion of the 101 freeway that cuts through Whitley Heights. This would mean that they would provide us with paint and rollers to remove the graffiti that reappears on the sound walls as soon as CalTrans paints it over. We would have to make a 2-year committment to help and CalTrans crews won't stop coming out every 2-4 weeks to clean it up but, it would let the taggers know their tagging is wasted in our hood. I think we would need a committee of around 6-12 volunteers, willing to go out once a month to clean the walls up on both sides of the 101. I also spoke with one of the CalTrans reps about reinforcing the locks on the acces doors to make them harder to break into.

Is this something that should be addressed at the annual meeting and if so, how can it be added to the agenda?
