Even though the Mayor has put the City on lock-down, the Planning Department does not consider that COVID-19 an extenuating ("unusual") circumstance to the 45 day comment period. Planning is moving ahead with closing the comment period on June, 1 at 4:00 PM.
Even before the courts had finished shutting down the prior project, developer Millennium Partners (which is responsible for the Leaning Tower of San Francisco disaster) had released its newest version of this monster project, now named The Hollywood Center. The Draft EIR was released on April 16 to the public during the COVID-19 lock-down. The City Planning Dept. insists it stick to a minimal 45 day comment period. As stated in a letter by The Silverstein Law Firm, and as part of the public record:
While Mayor Garcetti announces that “LA is ‘under attack’ and will need to furlough thousands of city workers”(LA Times, April 19, 2020), the public is doubly under attack by a process so transparently designed to harm community members and groups under attack not only by COVID-19, but by a cynical DEIR comment process meant to elevate the interests of a developer over the rights of the public that City officials were elected to serve.
During this lock-down:
Libraries where hard copies of the DEIR have been distributed for viewing are closed due to City mandate.
Some people cannot drive. Taking public transit to view a copy downtown is not a choice for some, if they could even get into the building
Your choice, hoping that the USPS will get to a mailbox your $6.00 copy of the DEIR in time to comment, or download 100s of pdfs to review.
