Mills Act Proposed changes: Comment period extended to September 15.

The City is looking at revising the Mills Act to bring it into conformity with the State Laws on its funding and to minimize its unrealized tax gains to only $2 million. To do this, a report has been generated by an outside consultant on the City’s implementation of the Statewide program.

Some of the suggestions are to not renew contracts more than 10 years old, raise valuation limits due to the increase in property valuations, and start to enforce non-compliance of contracts.

Currently, there are thirty-eight Mills Act contracts in Area 3, as we have a large number of Historical Cultural Monuments in the area.

If you are concerned about the proposed changes, and how they might affect you, and want to comment on the proposed changes, please see the Planning Department’s website on the Mills Act at https://planning.lacity.org/preservation-design/historic-resources/incentives-resources/mills-act#program-assessment.
