"Land Use 101" Town Hall on Transit Oriented Communities (TOCs)


Whitley Heights is now a 'Transit Oriented Community' (TOC)

Find out why he promised 'I will fight for you" when the city gave a Whitley Ave TOC a 70% density bonus in our 'Very High Fire Severity Zone' where only 35% is allowed for public safety....and all surrounding streets are targets for TOC development, being advertised as 'TOC Development Opportunities' and TOC developer offers are being made that can't be refused and WH is losing 100 year old and other Hollywood Heritage identified 'Historic Contributor' buildings, some RSO and affordable buildings, replaced with 'By Right' TOC projects with no Neighborhood Council or Community input.

Councilmember Ryu was working with a group of us to help protect the community from those kinds of dangerous TOC density bonuses, and to protect the Whitley and Franklin Ave. 'Historic Contributors' from demolition for TOCs.

Unfortunately he is gone.

Our 'Franklin Corridor Communities' (FCC) neighborhood group followed up with the new Councilmember to no avail.

  • What projects have been proposed or in progress?

  • What do TOCs mean for our neighborhoods?



The panel will feature a City Planning rep, a pro-TOC housing advocate, and a land use planner who opposes the program.


GWNC Land Use Committee members will moderate and share community concerns.
